Prioritisation Framework
Prioritisation guides where to intervene first to achieve the largest improvements in service completion, resilience and citizen/business experience. This tool weights four decision factors and ranks initiatives transparently.

Scoring Model
Priority score is a weighted sum: Impact + Feasibility + Risk Reduction + Scalability. Scores are 1–5. Effort is shown separately (1–5) for sequencing and resourcing.
